Scatterplot with d3-annotate

This block is built directly on top of Scatterplot by @mbostock, modified to use v4 and d3-annotate.

Controls for d3.annotate:

• Click a point to add label
• Labels are draggable (d3.drag)
• Cmd + Click a label to remove it
• Shift + Click a label to edit text
• (in the console) JSON.stringify(annotation.serialize()) to save annotations

Note: d3.annotate is very much a work in progress
